Media Statement COSATU Joint Mandating Committee (JMC) statement on the failure by the employer to implement PSCBC Resolution 1 of 2018

21 May 2020

COSATU Public Service Unions: POPCRU, SADTU, DENOSA, PAWUSA, SAEPU & SAMA, collectively bring to our members an update on the continuing dispute to break the impasse on the failure by the employer to implement PSCBC Resolution 1 of 2018 to the latter.

The employer tabled the implementation modality which, after long protracted engagements, did not yield positive results to benefit our members. Our posture has always been to defend the interest of our members while we fully respected process to engage constructively in a Conciliation.

Accordingly, we engaged in this Conciliation process which effectively started on the 04 May 2020 and after a marathon of engagements parties could not find each other and therefore we have obtained a certificate of non-resolution. We collectively resolved, after extensively persuading the employer to implement the signed resolution with no positive outcome, to request the certificate of non-resolution.

We are meticulously following on the Dispute Resolution mechanisms as set out in the constitution of the PSCBC and are now entering the next stage of the dispute resolution which is arbitration. We are fully committed to present a formidable case in defence of our hard -won rights and will do everything in our power to achieve that.

Tomorrow, on 22 May 2020, we are convening a special Joint Mandating CommiMee (JMC) meeting to process further the developments and soberly craft a posture that is embracing of all views of the collective.

We urge all our members not to be misled by fake news and misinformation peddled in the public by opportunists who failed to follow the set-out processes and now are left on the side-lines. Our unity is our strength and our solidarity with one another is what will make us win the battles that lie ahead.

Issued by the JMC on behalf of the above-mentioned COSATU Public Service Unions.
