Update on OSD negotiations
The South African Democratic Teachers Union (SADTU) is frustrated at the delay in signing the Collective Agreement no 4 of 2009.
SADTU held a special National Executive Council (NEC) meeting on Monday whereby all members all agreed to accept Friday`s offer and gave the executive the mandate to sign. However, before the union could sign, we were informed that the employer was still waiting for a mandate from the National Treasury.
"The offer presented to us on Friday is the only one which we are going to accept and sign. The offer recognizes among others - teachers experience, and increases the salaries of teachers who are regarded as under-qualified," Acting General Secretary Mugwena Maluleke said.
The proposal gives educators the following:
Recognition of Experience
With effect from 1 July 2009, experience shall be recognized based on the awarding of one notch for every 3 years worked, calculated from the date of employment as an educator in Public Education.
Salary Progression and Accelerated Salary Progression
Salary Progression of 3% shall be paid to educators on 1 July 2009.
Improvement of Conditions of Service for educators on REQV 10 - 12
With effect from 1 July 2009, all permanent educators on REQV 10 - 12 - normally referred to as under-qualified teachers, who shall be moved to REQV 13 for salary purposes. These teachers ere earning a minimum of R50 000 and they are now going to earn a minimum of R95 000 per year.
Senior and Master Teachers
All educators who would have qualified for grade progression to become Senior and Master Teacher in line with ELRC Collective Agreement 5 of 2006, shall receive a once-off cash bonus of 3% of the annual salary notch.
The implementation date will be with effect from 1 July 2009.
